RO e-Factura uses Romania's national CIUS-RO specification and is submitted through ANAF's SPV portal - it is NOT transmitted through the Peppol network. While both use UBL 2.1 XML syntax and comply with the EN 16931 European standard, CIUS-RO includes Romania-specific mandatory fields (CUI/CIF validated against ANAF, county codes, specific tax breakdown requirements) and different validation rules than Peppol BIS 3.0. Countries like Belgium and France use Peppol Access Points for transmission, while Romania uses its own centralized government platform.
Romania applies three VAT (TVA) rates: 19% standard rate for most goods and services, 9% reduced rate for food, beverages, accommodation, restaurant services, and medical equipment, and 5% reduced rate for social housing, cultural events, and certain agricultural inputs. Each line item in your e-Factura XML must specify the correct TVA rate. The ANAF validator will cross-check the tax calculations against these rates.
